Nuclear support and dockyards

The two principal hubs support carriers, cruisers and submarines through protected anchorages, engineering establishments, dockyard capacity, air support and civil-defence services. Major nuclear maintenance is concentrated rather than reproduced at every small island station. Jervis Bay remains Canberra's maritime port and a major joint training and replenishment centre.

Island communities

Forward bases share maintained roads, power, water, medical capacity and local technical training with their host jurisdictions. Public development comes first under the national priorities. Heritage-language education, land arrangements and local courts remain relevant even where the Navy is the largest employer.

Foreign access

Malaysia and the Vietnamese federation remain sovereign hosts. Basing agreements define access, permitted functions and host authority. A treaty base is not coloured as Commonwealth territory, and communications cooperation does not annex its country.
